Research On The Supply Policy Of China’s Rural Public Infrastructure

On Feb.1st,2012,it issued a "number one" file-"some opinions on acceleration of agriculture science and technology innovation to increase the supply of agricultural products support capability ". Put specific emphasis on constructing a new socialist countryside, we must strengthen the rural infrastructure’s construction and supply. In the "1025" programming,it mainly points out that we should fully develop the rural public utilities,and increse investment to the rural infrastructure.The rural infrastructure has become the important factor that influences and restricts the rural economic and social development,also it is the material basis and "first capital" of sustaining the developmental level of the rural economic. In an area,the conditiong of the rural infrastructure supply comprehensively reflects the developmental level of the rural economy and the farmers’ living conditions. To improve the developmental level of the rural economy and the rural living conditions in an area, we must be perfect the conditions of the rural infrastructure supply. The supply mechanism of the rural infrastructure is the the path to perfect the supply conditions of the rural infrastructure,it is one of the key factors to effectively perfect the supply of rural infrastructure,too.With the reform of the rural political and the economic system,the rural infrastructure’s supplying problems is gradually becoming the important problem of the construction of socialist new countryside and the all-round construction of well-off society in our country, So it is imminent to strengthen the research of the rural infrastructure’s supply system, and to perfect rural infrastructure’s supply mechanism. Since the reform and open policy, China’s rural infrastructure supplies has made a big development,but it is not meet the needs of farmers,more than, it can’t satisfy the needs of the construction of new countryside.The supply system of the current rural infrastructure also has many problems and defects in China.it cause the rural infrastructure’s supply to be low efficiency and severity shortage,and it seriously hamper the rural economic development and the quality of the farmer’s life. Most of the rural infrastructure belongs to the category of the public goods.and the main suppling body is the government at all levels. With the reform of the rural market,the scope of the marketing supply and voluntary supply also gradually expands in rural infrastructure’s supply.The government should play a function and role in rural infrastructure’s supply,starting from the angle of the social management and public service function.This article based on this background, In recent years, China’s rurul public infrastructure will look to policy suggestion of supply system in the most concentration, from the market supplying mechanism.the government supplying mechanism and the personal supplying mechanism are three aspects of empirical testing, and the system defects of rural infrastructure supply, for the policy suggestions of rural public infrastructure in China.In this paper, drawing on Public management theory, Public products and Public choice and other related theories based on the theory to analyze. This article analysis and researches the problem from the following four aspects:The first part is the introduction,this part summarizes the background and the practical significance of the rural public infrastructure’s suppling mechanism,and it briefly expounds the conditions of the domestic and abroad research,the thought of the article.the research methods and the innovation and the insufficiency; The second part is the introduction to the theory, it mainly introduces the meaning, the classification and the characteristics of the rural infrastructure.Because the rural infrastructure belongs to the public products,it introduces the system’s evolution of the rural infrastructure supply on the public goods theory and public choice theory,also a detail analysis to the effectiveness of three choices of the market supply mode.the government supply mode and the personal supply mode; The third part is the empirical analysis,in the guidance of the system change of the rural infrastructure supply,it reserches the traditional mode and the present situation of China’s infrastructure supply,that is,it find ot the system defects of rural infrastructure supply from supply system, raising mechanism as well as the decision-making mechanism three aspects,eventually the defects lead to the present situation of the rural infrastructure supply in China,and it impedes the rural economic and social development.In order to solve these problems,and to further improve the supply efficiency of the rural infrastructure.which require that we should adopt more effective suppling model and the policy suggestions.The fourth part is conclusion,through the analysis and research of the system change of the rural infrastructure’s supply,and the highlighted defects in the process of the supplying,it finds out the key problem that influences the supply efficiency. To solve these problems,this paper put forwards the policy suggestions from three aspects of the supply system, raising mechanism as well as the decision-making mechanism. But these measures can not completely used and wholly copied,it must have a choice to take some policy measures according to the actual situation of the rural areas, so we can make the theory link with practice, and perfect rural infrastructure supplies, bring the benefits to agriculture, rural areas and farmers.To sum up, this paper analysis and research base on the real background and the theory of certain.I hope that these suggestiongs has guidance and referent function to the thinking of the present situation of China’s rural infrastructure supply.
