In recent years, due to the lag of the construction of water conservancy facilities, our country food security lacks guarantee and agricultural comprehensive production ability is restricted badly. In order to break the deadlock of small irrigation and water conservancy facilities’construction, as well as to dredge the "last mile" of farmland water conservancy’s construction, in2005, Ministry of Finance and Ministry of Water Resources get together tonissued the《"Civilian-run and State-subsidized "Special Fund Management Pilot Approach to Central Finance Small-scale Farmland Water Conservancy Facilities’Construction》. Based on clearing the property rights of small-scale farmland water conservancy facilities, state subsidies and farmer investment jointly promote to form the new mode of farmers’wholly participation into the small-scale farmland water conservancy facilities’construction. At present, the civilian-run and state-subsidized small-scale farmland water conservancy facilities’construction that has been widely carried out throughout the country become the main way of small-scale farmland water conservancy facilities’ construction. Farmers are the main part of the civilian-run and state-subsidized small-scale farmland water conservancy facilities’construction, so theirs’satisfaction to participate in small-scale farmland water conservancy facilities’construction should cause enough attention, because this will affect theirs’enthusiasm and activity to keep on participating into small-scale farmland water conservancy facilities’ construction. Therefore, it is of great theoretical and practical significance that increase farmers’satisfaction to take part in the civilian-run and state-subsidized small-scale farmland water conservancy facilities’construction in order to improve the farmers’enthusiasm of participating in its construction and solve the "last kilometer" problem.Based on the survey of farmers in Yibin, this paper tries to investigate farmers’ satisfaction and influencing factors to participate in the civilian-run and state-subsidized small water conservancy facilities construction and discuss the policy guidance mechanism. The main object of this study is giving theory evidence to the policy mechanism’s improvement and innovation.The main research contents of this paper as follows:Fully reviewing the theoretical and practical information, on the first hand, this paper depicts the investigation method, investigating area and samples’basic characters. On the other hand, we analyze the situation of civilian-run and state-subsidized small-scale farmland water conservancy facilities’construction and farmers’participation rate and satisfaction to participate in small-scale farmland water conservancy facilities’ construction in investigating area.On the third hand,using the ordered logistic model,this paper studies the influencing factors Of farmers who participate in The Civilian-run and State-subsidized Small-scale water conservancy.The main research conclusions as follows:(1) civilian-run and state-subsidized small-scale farmland water conservancy facilities’construction still exist many problems.(2) farmers enthusiasm and participation rate are high.(3)farmer’s satisfaction to participate in civilian-run and state-subsidized small-scale farmland water conservancy facilities’construction is low (4) farmers’satisfaction is affected by family characteristics and farmer organization construction characteristics.The main policy recommendations:(1) Improve financing ability and increase capital investment.(2) Adjust grant funds’investment reasonably as to give full play to local government policy subsidy’s guidance.(3)Civilian-run and state-subsidized policy and other rural policy should get together effectively to raise farmers’ satisfaction within participating in the Civilian-run and State-subsidized Small-scale water conservancy facilities Construction.(4)Strengthen the construction of grass-roots government functions and promote grass-roots government service ability.
