The Evaluation Study Of The Public Housingsati Sfaction Degree

In the era of the rapid development of Chinese social welfare system construction, livelihood issues are the focus of the government. In the report of the 3rd Plenary Session of 18 th CPC Central Committee, it is emphasized, “to improve the construction and management of the public housing and satisfy the basic requirement of the low-income families”, which increases the status of the public housing construction greatly. In the meantime, with the rapid development of the social economic level, people pay more and more attention to the customer experience. Since the 20 th century, the study of the customer satisfaction has been gradually matured, which expands from theoretical study to commercial use and spread rapidly in the field of public administration. Therefore, there is an urgent need for the government to study how to guarantee people satisfaction. More specifically, the insured objects' satisfaction is an important basis for the government to improve the public housing policy.This paper uses the low-level families who have housing demand as the major research object and investigates the main factor that influences people' satisfaction degree on the public housings. This paper adopts the housing perceived quality and the government service quality as the main independent variable based on the popular perceived quality theory in existing satisfaction degree studies, proposes two moderator variables, housing cost burden and diversification from the level of the receiver and provider on the public goods and service, and builds the public housing satisfaction evaluation model. In addition, this paper designs the evaluation index for the evaluation model and performs an extensive empirical study to evaluate this model by carrying out a questionnaire survey in five lowincome communities in Huangshi, Hubei province, a Chinese public housing model city, and analyzing the resulted data using SPSS.The experimental results show that the housing perceived quality and government service quality have a significantly positive correlation with the public housing satisfaction. In addition, the public goods provided by the government and the service diversification can serve as the moderator for the influence of the housing perceived quality and government service quality on the satisfaction degree, while the housing cost burden can only serve as the moderator for the influence of the housing perceived quality on the satisfaction degree. Our research provides references for the governments to improve their service quality and public housing policies. This paper also points out several policy suggestions to further improve the public housing satisfaction.
