Performance Evaluation Of Science And Technology Independent Innovation In Ningbo

Implementing the independent innovation strategy and constructing innovation country has already become the core of the national strategy, and it also has been the core of development strategy in domestic various areas. Through strengthens the region science and technology independent innovation ability to promote the transformation of economic development way has been the core of implementing the independent innovation strategy and constructing innovation country. And while enlarging the science and technology input and the talented person cultivate to enhance the performance of the technical independent innovation has been the key.In this paper, firstly, I carry on the review to the relate literatures. Then I carry on the limits to the connotation of"region"and"independent innovation". According to the efficiency and the efficient two goals, I study the connotation of performance evaluation to region science and technology independent innovation mainly from inputs and outputs two aspects, thinking that the transformation from inputs to outputs has reflected resources deployment ability of the region science and technology independent innovation system to a certain extent. Then I first have an induction and summary to several commonly used methods which are used in evaluation of the region innovation system performance. And choose the data envelope analysis (DEA) and the principal components analysis (PCA) as the analysis methods of this article. After then according to indicators ' meaning and the situation of date getting, I establish three set of indicator systems which are used for to evaluate the change situation of the Ningbo own longitudinal innovation performance, Ningbo and domestic other vice-provincial level city innovation performance comparison, Ningbo and Zhejiang Province other urban innovation performance situation comparison separately. In the parts of this paper empirical analysis, Firstly, I evaluate and analysis the changes of the technical independent innovation performance to the Ningbo during 8 years, discovering that the index movement of performance of Ningbo science and technology independent innovation does not have the rule, some years increasing, some years reducing, and the index movement of performance is caused by the index movement of technology advancement efficiency .Then, I carry on the and the analysis to the domestic 15 vice-provincial level city's technical independent innovation performances, discovering that innovation performance of Ningbo is the relative effective, but innovation ability is low, ranking 14th in 15 cities, only higher than Xiamen. Finally, I carry on the evaluation and the analysis to performance of technical independent innovation of 11 cities in Zhejiang Province, discovering that innovation performance of Ningbo is the relative effective and innovation ability is strong, ranking 2nd in the Zhejiang Province 11 cities. In the end of the paper, according to the evaluation result, I carry on the summary to the questions which exist in the performance evaluation of Ningbo technical independent innovation, and put forward the corresponding policy proposals according to how to enhance Ningbo's technical independent innovation performance and innovation ability.
