A Study On The Roads To Improve The Performance Of Liaoning's Science-technology Innovation

At present, science-technology innovation has become our national and all regions'hot research topic; science-technology innovation capability becomes an important indicator for measuring region's comprehensive competency; while innovation performance is a significant signs to measure regional level of utilize science-technology resources. In this macro backdrop, all regions centered on science and technology innovation constantly adjust policies on science and technology, improve environment, and establish and improve the management systems. Liaoning Province, as the eldest son of the Republic, don't want to lag behind, but due to objective and historical reasons, Liaoning's science-technology innovation capability is not fully reflected, the performance need to be improved.How effectively to evaluate science-technology innovation capability, improve science-technology innovation, promote regional socio-economic development and science-technology progress is the need to carefully study and considerate. This paper combined Liaoning Provincial scientific project"Assessment System of Science-technology Innovation and Research on the Roads How to Improve the Performance of Science-technology Innovation".The paper briefly introduced the domestic and international basic research and development on science-technology innovation, in the first, analyzing the changes of numerical indicators of China's scientific and technological innovation in recent years, as a data collection, in the macro background, the assessment on Liaoning's technological innovation performance with objectivity. And then establish evaluation model, select evaluation indicators and evaluation unit.The article has selected 10 units equal to Liaoning Province, horizontally collected data, and takes 5 indicators in 2004 as input, 6 indicators in 2005 as output, arranged the 10 units in terms of innovation performance, totally evaluated Liaoning's innovation capability. On this basis, according to the theory of economic production function, papers analyzed the problems particularly existed in Liaoning's science-technology innovation development from talent,funds and systems three angles, pointed out the measures to be taken raising Liaoning provincial science-technology innovation performance.
