Science And Technology, Qingdao Municipal Government Performance Evaluation

With the rapid development of China's economy and increasingly international competition of science and technology, the renewal of science and technology is also continually accelerating, governments at all levels are essential leading force in promoting technology development. But there are many problems when local science and technology management departments performing the technological administrative functions, it leads inefficient performance of the local governments'science and technology management, and obstructs constructing of technological management innovation capability. So promoting the performance and level of science and technology management is an important means of advancing regional technology sound and sustainable development and increasing city technology competitive power.This paper primarily studied the science and technology management performance of Qingdao. First, analyzed the research background and significance of science and technology management performance, and reviewed the current research both inland and outland. Second, based on the theory of public management and new institutional economics, elaborate the main methods of science and technology management performance evaluation of local governments, including fuzzy comprehensive evaluation, balanced score card, benchmarking management and the degree of public satisfaction. Thirdly, analyzed the connotation and characters of the science and technology management function of local governments, then through comparing the science and technology index of Qingdao and developed cities, evaluated the current situation of technological management in Qingdao. Finally, gave some advices on promoting the technological management performance of Qingdao from formulating rational policy, founding a good technological innovation and talent development environment and establishing efficiently technological evaluated system.
