Study On The Evaluation And Countermeasure Of Ability On Independent Innovation Of Science Technology And Industry For National Defense

National defense science and technology industry as a national strategic industry is the material base and technological base of economic development and progress for the modernization of national defense. It is also the important driving forces for development of national economics. Independent innovation drives to promote science and technology for national defense industrial. It will become inexhaustible power of national defense development. It is necessary to enhance the ability of independent innovation for building an innovative technology and industry for national defense. We must be based on independent innovation, master core technologies and own the intellectual property, in order to improve core competitiveness in the field of high technology and make the national defense science and technology industry to take off.Firstly, to study on the basic theoretical research of evaluation for ability of independent innovation and industrial technical innovation. And analyze the current study on the capability of independent innovation of our national defense industry. Secondly, to design comprehensive evaluation index system on the ability of independent innovation of national defense science and technology industry based on the economic character of national defense science and technology, which is from three aspects that is innovation environment, innovation behavior and innovation performance. Sequentially through the choice of the current evaluation methods in common use, the fuzzy integral evaluation method that paper puts forward not only resolves the fuzzy problem of expert's opinion, but also has very strong applicability to the problem which influenced on the whole evaluation result by the mutual association and restriction between the factors in the complex giant system。Finally, this paper will calculate the development level of our national defense science and technology, and analyze the problems in the process of independent innovation. For example, it is lack of favorable financial policies, military enterprises innovative input capacity is limited and they can not become principal part of independent innovation, the whole industry is lack of effective competition and in the low level of marketing, the structure of national defense science and technology industry is unreasonable, and the industrial division is out of line. To address these problems, our national defense science and technology industry should establish a multi-channel investment system for independent innovation, establish the reasonable innovation system, increase the industry university and research institute's cooperation, construct independent innovation platform for the defense technology industry, establish modern enterprise system, and Open the market of national defense industry market.
