As China is the largest manufacturer and a major exporter of textile products, textile export is of great significance to China’s industrial development, employment expansion, international payment balance and the like. China’s textile export is not unobstructed, especially after the outbreak of global financial crisis in 2008 when developed countries started to exercise stricter trade protectionism by taking advantage of the flexible features of TBT, which becomes the major obstacle to the export of China’s textile apparel. Hence, understanding the impact of foreign technical barriers to China’s textile industry and adopting relevant strategies to tackle this issue are an urgent job for Chinese government and enterprises. The administration policies for textile export, made by the Entry-exit Inspection and Quarantine Department, play a decisive role in assisting enterprises in dealing with foreign TBT.The exported textile products from Shishi, Fujian Province, were selected as the subjects of the study. With a reference to the data of exported textile over the past five years, the current situation of textile’s export trade and the implementation of TBT were discussed, and TBT’s impacts on the textile industry in Shishi were analyzed empirically by means of investigation, interviews, questionnaires, etc. Based on the investigation results, the underlying causes for the TBT of textile export in Shishi were analyzed. Considering the technical and manufacturing reality of China’s textile products, together with the restructuring, function transformation, and reform direction of inspection modes in China’s inspection and quarantine work, solutions to foreign TBT for China’s textile were put forward for China’s Entry-exit Inspection and Quarantine Department. These strategies include changing inspection and quarantine methods, modifying the ways of supervision and administration, strengthening the training of subjects who exercise policies, implementing standardized strategy management, establishing a warning mechanism for tackling export textile’s TBT, promoting the construction of demonstration areas for exported textile safety, advocating certificate of quality system suitable for textile industries, propelling entire green production in enterprises, and assisting enterprises in devising branding strategy.
