Investment In Highway Construction Project Control

At present, our country is in an important period of infrastructure construction. Though the government continuously increases investment on highway construction, funds for highway constructions till run short. In addition, the phenomenon of "three overruns" exists in many highway construction projects. To ensure the rapid and stable development of highway construction projects, study of investment control is imperative.The control of the investment in projects prongs to the whole procedure. We must adopt such all—round approach to manage from the early beginning of the project. From the perspective of project owners, using the investment in our highway project as the subject, referring to the theory of the entire process the investment control, the paper tries to carry out some research into this area. First of all, by analysis of the current status and characteristic of control of investment on highway construction projects in our country, this article introduces the principle of all-through, all-round and dynamic control of investment on highway construction, as well as the main contents and methods of investment control at various stages. Second, analyzing the investment control in detail respectively. In the aspect of the process of our highway construction the decision—making stage, the design stage, the bidding stage and the construction stage are fallen into our research scope. Finally, in conclusion to strengthen the investment control in highway construction, we should use the "whole procedure, all directions" approach stated above, strengthen the analysis in early period, persist to combine the technology and economy and regard the design stage as the key of the investment control simultaneously. In order to control highway construction project investment more effectively, we must reinforce the contract standardize management and the program.
