With the rapid development of economy in our country,urban and rural integration process accelerating,the construction of the highway infrastructure is constantly improving,the highway infrastructure investment is also increasing.Highway as a kind of infrastructure,is also the representative of the social and economic development.Highway is the place to communicate with the outside world of media,is the bridge of local and external economy coordinated development,is a very important channel resources circulation.At the same time,the highway project in China,more and more high marketization,gradually formed in the form of construction must be diversified,diversified development mode,BOT + EPC mode is the most representative.As a result of the highway project involves the professional,more coordination complex and long construction period,etc,the investment is very important to the study of risk control measures.The research of this article is BOT + EPC mode of highway project as the foundation,by identifying the highway project investment risk,build investment risk evaluation index system,using the improved analytic hierarchy process(IAHP)to its evaluation,according to the evaluation results,corresponding risk control measures are put forward.Then,on the basis of the proposed risk control measures,construction of investment risk control effect evaluation index system,the fuzzy entropy weight method to evaluate it.First of all,this article through to the research background,domestic and foreign research status about BOT + EPC investment risk control is analyzed,put forward +EPC mode of highway BOT project investment risk control measures.Secondly,on the basic concept of BOT + EPC mode,structure,investment risk control theory,an improved analytic hierarchy process(IAHP)and fuzzy entropy weight method and so on theoretical study,to explore,for the process of risk identification,risk evaluation,risk control of the stage.Then,based on the theory of investment risk,using the Delphi method and check table method to BOT + EPC mode at various stages of highway project investment risk identification;According to the result of recognition,build + EPC mode of highway BOT project investment risk evaluation index system,using IAHP to evaluate it.Finally,according to the result of IAHP evaluation,put forward the corresponding BOT + EPC mode at various stages of the investment risk control measures,by building the investment risk control effect evaluation index system,using fuzzy entropy weight method,evaluate the effect of investment risk control measures,and risk control measures have a certain effect;Then to BOT + EPC mode of highway project as a case analysis,combined with the engineering actual situation,identify risks,build the index system of risk evaluation,risk evaluation,risk control measures,constructing evaluation index system of risk control measures and effect evaluation,risk control measures which is given to illustrate the effectiveness of the investment risk control measures.
