Along with the development of the reform and opening-up to the outside world, our country's highway construction has made remarkable achievements. For instance, the highway mileage is developing rapidly, the connection between roads is consummating, and also the grade of the building techniques and road quality are unceasingly improving. As a result, all kinds of projects investment are increasing successively. As the highway project involves heavy investment and long constructing period, difficult management, the control of investment which acts upon the management of the projects has attracted greater attention. On the basis of the current market economy, how to determine a reasonable cost is imperative in the control and assessment of our investment in a certain project.The control of the investment in projects prongs to the whole procedure and all directions. We must adopt such all-round approach to manage from the early beginning of the project. From the perspective of project owners, using the investment in our highway projects as the subject, referring to the theory of the entire process the investment control, the paper tries to carry out some research into this area. In chapter one, the present status of the investment control in our country highway projects and a brief introduction of the research works; In chapter two, a brief introduction to conditions of the investment control in our country highway projects and the cost of the project; From chapter three to six, analyzing the investment control in detail respectively. In the aspect of the process of our road construction, the decision-making stage, the design stage, the bidding stage and the construction stage are fallen into our research scope. Finally, in conclusion, to strengthen the investment control in highway construction, we should use the "whole procedure, all directions" approach stated above, strengthen the analysis in early period, persist to combine the technology and economy and regard the design stage as the key of the investment control. Simultaneously, in order to control highway investment more effectively, we must reinforce the contract, standardize management and the program.
