With the establishment of socialist market economy system and adjustment of industrial structure , China has faced with severe employment condition ,employment pressure has been more evident especially in the circumstances under the global financial crisis nowadays。There are 3 reasons :first is reform of state-owned enterprises leads a large amount of workers laid-off ,the second is a lot of rural surplus-labor flooding in city,at last a sizeable graduates makes the group of town flexible obtain employment personnel becoming bigger and bigger ,this flexible type is an effective way of expanding employment. Therefore,take flexible obtain employment personnel integrated into the social insurance's coverage and safeguarding their vital interests becoming a new challenge of current social insurance system. flexible employment obtain employment personnel in China lack institutional links with policy of society insurance for a long time, and the lack of institutional links leads the flexible obtain employment personnel cannot be integrated into the social insurance's coverage. Offer all members of the society especially the flexible obtain employment a fair, impartial social insurance is the important embodiment of progressing the society,and also is the need of harmonious society.The social insurance problem of flexible obtain employment personnel is a long-term burden on the Chinese social security system ,also is the main problem of enhancement of the reform of pension insurance system. We should change the philosophy which consider formal employment as the major object of social insurance, and the traditional philosophy which social insurance over based on Employing unit, grasp"broad cover, lower fees ,transfer easily"as the featured philosophy,improve the policy of social insurance of flexible obtain employment personnel steadily.This article uses the research technique mainly is historical comparative approach,combining historical documents research and qualitative analysis ,formulates the definitions, classifications and characteristics of flexible obtain employment, With analyzing status of development on social insurance of flexible obtain employment personnel abroad,the author obtains several suggestions and according to a great deal of data, combining practical situation of Weifang ,analyzing and expatiating existence about current situation of social insurance of flexible obtain employment in Weifang and China .For example low apply rate , lacking of flexibility and autonomy, submitted sum of money cannot fit with individual bear ability, non-uniformity of standard goes against fair play,policy and regulation being unsound and so on. At last, the author pointed 5 suggestions to improve the system of social insurance of flexible obtain employment personnel. First is perfecting the policy and to expand coverage, the second is designing flexible and convenient way of insuring, increasing the morale of paying ,the third is perfecting government's favorable poverty policy ,lowing the rate of individual paying ,the forth is speeding up information construction, achieving China's social insurance data interconnect ional ,the fifth is accelerating the process of legalization on social insurance.
