With the application of big data,the improvement of cloud computing capacity and the comprehensive popularization of Internet technology,a new economy and new business forms have emerged.The emergence of "Internet +" new business forms,with the sharing economy,crowdsourcing economy,crowdfunding brokerage and platform economy as the main models,has generated strong impetus to stimulate new economic vitality.The emergence of new formats will inevitably break the inherent thinking deadlock,subverts the traditional employment forms,more and more join to the flexible employment of labor force,the scale of the growing of flexible obtain employment,become main force in the labor market,establish and perfect the rights and interests of personnel of flexible obtain employment is the inevitable requirement of new formats,as a basic rights and interests of social endowment insurance,should be a necessity of personnel of flexible obtain employment rather than luxury,but in real life,due to various factors,the personnel of flexible obtain employment social problems in many aspects of primary endowment insurance,rate is low,ginseng protect level is not high,As a result,the social security rights and interests of this group have not been effectively protected.So this article use policy to comb and Logistic regression equation established on the basis of the questionnaire method to analysis the new forms of personnel of flexible obtain employment challenges of social endowment insurance,combed the personnel of flexible obtain employment status quo of social endowment insurance,analyze the influence degree of various factors on the ginseng protect personnel of flexible obtain employment,puts forward the corresponding suggestion in order to improve the personnel of flexible obtain employment of social endowment insurance system,to ensure the basic rights and interests of personnel of flexible obtain employment,promote the complete coverage of endowment insurance,build harmonious and fair society.The new formats breaks the traditional "employer-employee" one-to-one employment model,changes in the employment relationship and the ambiguity of the main body of responsibility,and brings new impact and challenge to the social basic endowment insurance characterized by the "three pillars" model advocated by the world bank.Based on the Logistic regression analysis,and ultimately determine the age,household type,sign labor contract,the types of last job occupation,attend social insurance will these five factors significantly associated with ginseng protect personnel of flexible obtain employment,through investigation,and at the same time find ginseng protect personnel of flexible obtain employment under the new forms when there is a loose,policy understanding employment relationship does not reach the designated position,pay or repeated ginseng,pay cost pressure,such as transferring difficult problem,become the main obstacle to influence the ginseng.Based on the above analysis and combining the experience abroad,finally it is concluded that the establishment and adapt to new forms of social insurance rating system,build dynamic match the new forms of endowment insurance payment mechanism,structures,and new forms of corresponding transferring mechanism and construction of endowment insurance relations and adapt to new forms of social insurance public service platform four-point proposal.
