With the emergence of the new normal economy in people’s vision,China is entering a critical period of social and economic transformation.The optimization and upgrading of industrial structure has caused tremendous changes in China’s labor market.Flexible employment,with a new type of employment,quickly constitutes an extremely important part of China’s economy,providing people with a large number of employment opportunities.However,due to the personnel of flexible obtain employment in many ways different from the traditional way of mainstream employment characteristics,such as labor relations,this group of social security work tend to be more complicated,although at present our country has begun to personnel of flexible obtain employment issued relevant endowment insurance measures and policies,but the current old-age security system,are still mainly aimed at enterprises and institutions employed to design,lack of targeted,specific implementation effect also sell at a discount greatly.Based on the development needs of the pension insurance system itself,the construction of a nationwide integrated pension insurance system has long been an inevitable trend of future development.Therefore,analyzing and studying the issue of social pension security for flexible employment is not only an inevitable requirement of the current system to adapt to the employment situation,it is also an urgent task for China to improve the social security system and alleviate social pressure.It is not only of theoretical value to clarify the influence degree and action direction of various factors on flexible employees’ participation in endowment insurance,but also of practical significance to formulate policies to improve the participation rate of flexible employees.In this paper,a questionnaire survey,combined with oral interviews,was conducted to investigate the social endowment insurance participation of flexible employees in Changsha.Starting from the questionnaire data,the factors affecting the selection of flexible employees for insurance participation were discussed and studied based on the multinomial logistic model.From the results,the proportion of flexible employees in Changsha participating in pension insurance for urban workers is relatively low.Some people are insured for pension insurance for urban and rural residents,which is difficult to protect their old-age life after retirement.From the empirical analysis,it is older and subject to Flexible employees with lower education level,lower annual income than average,and rural household registration who are dissatisfied with the base and proportion of payment are more likely to not participatein insurance or choose urban and rural residents’ pension insurance,while younger,higher education and insurance Flexible employees who have a better understanding of policies are more willing to choose urban workers’ pension insurance.Among them,the degree of education,annual income level and policy understanding are the most important factors affecting their choice of insurance.Finally,combined with the experience of the domestic pension insurance system,the paper puts forward some policy recommendations on improving the status quo of flexible employment pension insurance.
