Human Resource Dispatch has been accepted by large amount of companies due to especial employment management, reasonable Human resource schemes since last 80's, HRD has entered China HR field. HRD definitely will grow fast in the future HR market along with economic development, although it is a new growing industry in China. However, it also has plenty of incomplete and nonstandard parts, especially in the procedure, standardization issues and HRD organization risk elusion, complement relevant law and so on.Aim to above problems and weakness, the literature analyzed Chinese HRD and compare with China current instance, and it also discussed development and existing of foreigner HRD. Base on this, it raised development measure and legislation recommendation of Chinese HRD complement. At the same time, it also discussed HRD as a new operation, how the government towards The HRD and its measurement. In one side, the government interposition could keep fast of HRD development. Overall correspond, macro-guidance also increase the HRD legally development. Another side, if the market failure, government could participate in HRD system, in order to supply a gap of market mechanism.In summary, how did HRD usage be exerted better and better? How did HRD, this new employment measure, be leaded in exactly development? If the HRD will be become a great path of employment demand, it should conclude experiences in current, and improvement continuously.
