The labor relations, as a kind of important social relationship, has been paid concern to by many sectors of social sciences and attention from governments of various nations. This is because the situation of labor-capital is related to the normal development of productive forces, to the stability of the society and to the normal operation of production and business of enterprises. The enterprise labor relations in China are relatively simple in early days, and it becomes complex and various with the emergence of non-public enterprises and other kinds of enterprises. After the 1990s, owing to reasons of various respects, the labor-capital relationship has been tending to be intensified. The current situation urgently requires that a deep theoretical analysis and study should be made on relationships in non-public enterprises and effective improvement methods should be put forward.Generally speaking, in the current stage, the unity of the enterprise labor relations contradiction is in a leading position and this decides that there is a foundation and possibility to regulate and relax the labor relations. Viewing from the Chinese and foreign history and effects obtained from the practice in the regulation of labor-capital relationships in reality, a certain system arrangement and necessary cultural adjustment are certain to transit the labor-capital relationship from intensity to relaxation and to change from contradiction to cooperation.In this thesis, the property of labor relations is analyzed, and the practical experience of domestic and foreign regulation of enterprise labor relations is summarized. Based on this, it analyzes the importance and necessaries of building harmonious labor relations, and the goal pattern of enterprise labor relations is also put up. Based on the current conditions and main problems the labor relations of Yangpu District, the thesis analyzes the main characters of those problems, as well as the causes of the problems, and the measures and suggestions also put forward to develop the labor relations at last.
