Labor relations are the most basic and most important social relations in modern economic life, and are regarded as barometers or wind vanes which are used to evaluate the degree of harmony of a modern society. Under the conditions of socialist market economy, the construction of harmonious labor relations reflects the inherent requirement of the scientific outlook on development and lays a foundation for constructing a harmonious socialist society, which is of great practical and theoretical significance.At present, China is experiencing the time of economic and social transition, which leads to intense changes and increasingly complex situation in labor relations, presenting some new features such as diversification, contract-orientated, marketization, legalization and increasingly dominant conflicts in labor relations, etc. In regard to the coordination of labor relations, as the successive release of a series of laws and regulations of our country such as Labor Law, Trade Union Law, Labor Contract Law, etc., the legal systems of labor relations continue to improve and the coordination mechanisms of labor relations have been initially shaped. At the present stage, the labor relations in our country is stable and harmonious as a whole. However, with the continuous deepening of the reform, many problems which are harmful to the harmony in labor-management relations have emerged, such as non-standard establishment of some labor relations; serious violations to the economic interests of the employees, the absence of normal mechanism of salary growth, frequent occurrence of events which violate the rights of person and inadequate political and democratic rights of workers, etc.. There are various reasons that cause the inharmonious phenomenon, including both institutional and institutional factors and weak legal awareness of the business operators; besides, there are not only objective factors such as the imperfect laws and regulations, lack of rigid law-based management by the labor security departments, but also some subjective factors such as the lack of self-protection awareness of the workers. The outstanding issues related to labor relations have seriously affected the harmony and stability of labor relations, and have blocked the construction progress of a socialist harmonious society. Under the conditions of socialist market economy in our country,.the specific interests of business managers and laborers is unified in the survival and development of the enterprise, while the fundamental interests is unified in the construction of well-off society and the great undertaking of revitalization of Chinese nation, which forms the foundation to construct Harmonious Labor Relations in our country. In our country, the harmonious labor relations are expected to be characterized by standardization and order, fair and reasonable, mutual benefit, harmony and stability. To build harmonious labor relations under the conditions of the existing system, it is necessary to uphold a series of principles including the party's leadership, law-based continuous promotion, negotiation and voluntary, state intervention and win-win cooperation. To construct harmonious labor relations, it is required to firmly establish the scientific concept on development and adheres to the philosophy of people-orientated, to improve the labor law and regulation systems, improve a third party coordination mechanism of labor relations, improve collective contract system with equality and consultation, improve the mechanism of democratic management, labor dispute mediation, early warning and other mechanisms, so as to give full play to the government in its managing functions of macro regulation and control and give full play to trade unions and business representative organizations. In short, the construction of harmonious labor relations is a systematic social system, and it requires to start from the market environment which generate the labor relations and the correlations among the main bodies of the labor relations, to pay attention to each aspect of the generation of and development of labor relations, so as to resolve the conflicts in labor relations in a timely manner to create the conditions for constructing harmonious labor relations with a supporting point.This paper adopts various analysis approaches such as systematic analysis, the combination of qualitative analysis and quantitative analysis, micro analysis and macro analysis and other methods, by which a comparatively systematic study is made on the construction of harmonious labor relations from multiple perspectives. This paper contributes several innovative views:first, it gives a theoretical summary to the characteristics presented in the labor relations under the conditions of socialist market economy of China; second, the research is based on the universality and specificity of the contradictions in labor relations respectively, and not only regards the generality of market economy as the starting point to seek universal law of labor relations, but also makes research on the specific features of the labor relations in our country on the basis of specific situation of socialism with Chinese characteristics. Third, the paper seeks systematic strategies and solutions to deal with the conflicts and problems in the labor relations, to make the solutions more specific and more operational without any restriction by traditional research thoughts, and it clearly puts forward the view of "the core of harmonious labor relations is the balance between employee and employer; it contributes a creative view that "the specific interests of business managers and laborers is unified in the survival and development of the enterprise, while the fundamental interests is unified in the construction of well-off society and the great undertaking of revitalization of Chinese nation, which forms the foundation to construct Harmonious Labor Relations in our country"; it puts forward the view of "the markets under government intervention automatically adjust the labor relations and the view of " to increase the independence of trade union organizations through trade unions of the communities; and it further emphasizes the view of "to enhance the power of the trade union representative by direct election of trade union at the primary level, which makes this study more valuable in terms of reference and application.
