China is a large developing agricultural country , "three rural" issue (that is, agriculture, rural areas and fanners) has been plagued our country a major social problem .Over the past decades, the party and the government have made unremitting efforts to explore and, finally found a solution to this problem of the fundamental measures - comprehensively push forward the building of new socialist countryside. Building a new socialist countryside is the main body of the farmers. In the present situation, restricting the building of new countryside are many factors, but the relatively low quality of peasants is the most key and the most fundamental factor.Because the lower quality of the peasants is the focus of many contradictions, it has directly restricted the progress of agricultural technology, labor productivity improvement and the whole rural economic and social sustainable development. Improve the quality of the peasants will vigorously promote the building of new socialist countryside process. Improve the quality of the peasants is also an important guarantee to achieve the great rejuvenation of the Chinese nation. The purpose of improving the quality of the peasants is to train the new peasants who have culture, understand science and can operate economy, thereby improving the quality of the entire Chinese nation. This article explored the meaning of improving the quality of the peasants of new socialist countryside construction , gave the countermeasures of improving their quality .This paper is divided into four parts: the first part is about the the meaning and the status quo of quality of the peasants ,the second part analysed the reason for the low quality of the peasants , the third part is about the significance of improving the quality of the peasants to the achievement of the objectives of new socialist countryside; the fourth part gave the countermeasures of improving their quality: the development of rural education by means of " the combination of the three education ", to improve the cultural quality of peasants ; strengthening the building of spiritual civilization in rural areas , to improve their ideological and ethical quality of life of peasants; improving their living standards and health conditions,to improve their physical fitness, and so on.
