Study On The Quality Problem Of Peasants In The New Rural Construction Of Socialism

Communist Party of China 4th Plenary Session of the 16th Central Committee has passed "Decision on strengthening construction of administration ability of the Communist Party by the Central Committee of China", which points out clearly that we will put the construction of harmonious society in an important position.Only in a harmonious society, there will be the stability of country and the happiness of people. At present, china is generally harmonious but for some contradictions and problems which influence harmony of the society. Among them the more outstanding one is " 'Three Rural' Issues ". China is a large agricultural country, and the people in the countryside account for 3/4 of national population, we can say the difficulty of all questions in China is in the countryside. So, at new stage of the new century, the Central Party Committee sizes up the situation, and puts up the great strategic policy of building the socialist new countryside at the 5th Plenary Session of the 16th Central Committee, which delineates the blueprint of "production develops, life is well-to-do, the atmosphere in the countryside is civilized, the village lets neatly, management is democratic "for the countryside in the future.As everyone knows, the core of " 'Three Rural' Issues" is the peasant's problem, and the core of the peasant's problem is the quality problem. So the peasant's quality level decides the new rural construction pace of socialism directly, restricts the construction of the harmonious society. If the settlement of the peasant's problem is a difficult point, it is much more difficult to improve the peasant's quality. Proceeding from this consensus, this text does preliminary research on peasant's quality problem under the great background of new rural construction of socialism.The first chapter gives the definition of basic conception. Such as socialist new countryside, peasant, new-type peasant, quality, peasant's quality. Among them the author combines the new rural construction object of socialism with new peasants' requirement to define the epitaxy of peasant's quality, which put the range of peasant's quality under the background of new rural construction, and this makes the study more pointed.The second chapter analyzes current situation of the peasant's quality. Including the analysis of peasant's cultural quality, scientific and technological quality, management and administration quality, ideological and ethical standards and political caliber. I have collected the newest statistics and made the chart on the basis of consulting a large number of books and thesis, which makes the readers have an ocular understanding of the peasant's quality and at the same time enhances convincingness. There is also a brief analysis on the necessity of improving peasant's quality in this part.The third chapter briefly analyzes the reasons that cause the current situation of the present peasant's quality. Firstly the author analyzes historical reason. One is feudalism which has harmful effects on peasant's quality, the other is peasant's own limitation that has hindered the improvement of quality. Secondly the author analyzes the realistic reason. One is the omission, misplacing of the policy, which is the main reason causing peasant's quality to be low, the other is "Right poverty" which is the institutional origin of the peasant's low quality.The fourth chapter puts up the concrete measures of changing the current situation according to current situation of peasant's quality. On the basis of briefly introducing the possibility of improving peasant's quality, the author proposes joining the efforts of the government, society and peasants themselves. The government mainly ensures in policy and system, the involvement of social forces mainly creates a good atmosphere and environment for improving peasant's quality, and peasant's own efforts are main factors that improves quality.
