The Study On Realization Of Peasants' Central Position In New Socialist Countryside Construction

In October of 2005, it was put forward at the Fifth Plenum of the Sixteenth CPC Central Committee that it is a great historical mission for China to construct new socialist countryside on its road toward modernization according to the requirement of "productive development, wealthy life, civilized manner, tidy environment and democratic administration".This is not a general slogan claims, but a concentrated expression of the new concepts, new ideas of "three rural" worked by the party in the new century and new stage and a comprehensive rural reform under the guidance of scientific concept of development. Among these, the farmer is the most active and positive factors to promote the development of productive forces in rural areas, the dominant position of peasants is the premise as playing a principal role, the pioneering spirit and an active part devoting to new socialist countryside construction in rural reform and development. The realization or not of their dominant position directly determines the success or failure of a new rural construction. In our construction of new socialist countryside, the peasants are the center of not only creation and value but also the organic unity of the both. Realizing the central position of the peasants is of vital importance to the construction of both the new socialist countryside and the nation.The first part is the argument of this thesis, which proposes the argument and points out the necessity and importance for the peasants to realize their central position in the construction of new socialist countryside.The second part is the analysis of the main factors restricting the full realization of the peasants' central position. This thesis holds that those main restricting factors include the comparatively lower quality of the peasants themselves, the lower degree of organization, the imperfection of democratic legal system, the deep-rooted existence of the dual social structure divided by the city and countryside and the limited understanding of central position of peasants themselves, which seriously restrict the full realization of the peasants' central position in the construction of new socialist countryside. These factors become the obstacle for the full realization of dominant position of the farmers , which hinders the pace of the construction of new countryside.The third part puts forward currently the ways for peasants to fully realize the central position in view of the main restricting factors analyzed in the second part. Those ways include changing people's wrong understanding of the peasant's central position, breaking down the system barrier of dual social structure, improving the peasants' quality and cultivating new-type peasants, innovating peasant autonomous organization and enhancing peasant organization degree, offering law and policy support and increasing the government support and strengthening the basic democratic political construction and guaranteeing the peasants' civil rights.In the final emphasized that all moves of building a new socialist countryside must base on the peasant's likeness, satisfaction, happyness, must earnestly put the peasants on the dominant position and emphasize practical results, which make peasants fully enjoying the fruitful results of the new rural construction.Only in this way will our new rural construction be flourishing.
