In this thesis, according to the competence theory and the theory of human resources management, we built a competency model on the basis of AHP method and Delphi method, then we applied this model to human resources management in practice and achieved valuable experience that other enterprises can refer to.Firstly, we described research background, its significance and our studypurpose. Secondly, we gave a review to the developing history about competence and the information about the competency model. Moreover, we discussed how the model functioned in human resources management. In the third chapter, we gave the concept of competence, described the way to build a competency model and compared its advantages to traditional human resource management. Part IV gave a statement about applying competency model to human resource management including staff selection, training management, performance management and salary management. In the last part of the article, we built a competency model for A company by Delphi method and AHP method in order to show the study significance in practice.In this thesis, the innovation is that we built the competency model respectively for human resource management including staff selection, training management, performance management and salary management. After systemizing the previous studying, we built the framework model for the activities of human resource management based on competence concept. We applied competency model to a specific company and achieved its practical significance.
