With the further implementation of a new turn of electric power system reform, both internal and external environments of power grid enterprises will change tremendously and the operation and management systems of these enterprises will face unprecedented challenges. The competitiveness of enterprises, however, is the competition for talent. Talent is the main driving force for scientific progress and social and economic development. Therefore, excellent talents can make enterprises grasp the active power of the competition and assure enterprises successful in drastic social rival. How to establish scientific and rational standards for talent’s post competency and how to perform reasonable performance management and scientific training and development for existing on-the-job employees have become two problems which human resource manager has to face. The competency model-based performance management system focuses on enterprise future performance, employees’ capability and potential in order to stimulate employees’ working enthusiasm and initiative. The competency model-based performance appraisal system enables managers to better understand employees’post competence and provides the decision-making basis for training and development of enterprise human resource management.This paper studies the building of performance management and training development system for the substation operators in Beijing Fangshan Power Supply Company of State Grid according to the company actual situation. Firstly, it sorts out the division of substation operators’responsibilities and builds the substation operators’competency model according to the company’s development strategy, department responsibility and job distribution. The competency model provides technical support for fair and open performance appraisal and stimulates employees’ enthusiasm and improves the performance level as a whole. Secondly, it designs training system based on the competence requirements and the result of performance appraisal and extracts knowledge module and skill module according to competence elements to optimize curriculum system and training methods in order to further stimulate the potential of substation operators and improve the post competency. Lastly, it pushes for continuous development of Fangshan Power Supply Company by establishing scientific and perfect performance management and training and development system and improving and perfecting this system in the process of company’s sustainable development to form a virtuous cycle in order to significantly enhance company’s competitiveness. The research results of this paper provide reference value and indicative value for performance management and scientific training and development for substation operators in substation power enterprises.
