Human resources is the key factor of management, and performance management is the core of human resources management. In order to build a more efficient performance management system, this essay is based on the studies on competency models and performance management, and try to design performance appraisal system based on competency models. This essay will use A company as an example for demonstrate the conclusion of this essay.The essay will mainly take use of case study methodology and use survey questionnaires and conduct interviews for key issues and find out the company’s competency model, and use the matrix to study on the performance appraisal system based on competencies.This paper mainly takes advantage of empirical analysis method, such as questionnaires and key event interviews, gaining a competence quality management model. The paper also redesigned the company’s overall performance management system through the dual system in performance evaluation.This essay will study on the real case by analysis all kinds of competencies of management, and build the general leadership competency model, and try to establish performance appraisal system based on this. Study on models will be key points of this study and how to put into implementation is the purpose of this study. And then make summary and structured the implementation steps and risk management for these competencies based performance appraisal. Finally, it analyzed the key issues faced by A company.Through the study, we can see the competency model plays highly important role in performance appraisal process. When company focus more on employees’competencies and put the right people on the right position while use performance management to optimize human resources. Competency based performance appraisal is fit for company’s development needs, and traditional performance appraisal can be replaced by the competency based performance appraisal.
