In the face of economic development of our country, the State adopts various methods to improve the energy structure and reduce the energy consumption during in economic development. As the representative clean energy, gas power plant is experiencing rapid development in our country. Gas power plant is also growing in the proportion of the power structure in China. But for the operators in gas power plant, their performance management just simply uses the coal power plant management idea while the characteristics of gas power plant are not to be displayed. In this paper, the performance management theory and the character of gas power plant will be integrated. Fujian Jinjiang Gas Power co., Ltd was served as the research object for researching the performance management problems about gas power operators. This paper introduces the organization structure and job responsibilities about operators, than analyzes the age structure and education level. Synthesizing this information and based on the quality model and position responsibility, it is put forward to apply the idea of individual performance accounting for performance management of gas power operators to improve the problem of performance management.Performance and training are internal relevant. Training work should serve and improve performance. However, the understanding about training of the gas power operators is relatively backward. Most of the training work focus on how to improve the technical capacity with little success, and the training work is aimlessness. How to improve the performance is an important in performance management. As is known, training is the effective way to improve the performance. Research on performance management by domestic and overseas experts show that, before improving the performance, you must firstly increase the ability what can effect performance. It is too important to distinguish which quality is significant to performance and which is not for train. Base on a large number of foreign experts investigation, the iceberg competency model and onion competency model was created which can influence the performance. For many years application result shows that, it is helpful to improve the performance using the training system which was designed based on the competency model.Based on the theory of quality model, combining with the results of performance management and the time characteristic of operators, the paper will construct the quality model using the result of questionnaire survey and behavior event interview. Quality model will be utilized in establishing and evaluating the train system. The purpose of train is to improve the performance of staff and achieve the strategic objectives of the enterprise. It is helpful for staff growing into the people which business need. The enterprise also improves the efficiency of human resources.
