Enterprises in the face of fierce competition and rapidly changing market environment, the competitiveness of enterprises is a competition of talents, human resources has become a business survival and development of the primary resources.Of this century China's information industry has become a pillar industry. the IT industry, as the company C2 software enterprises, high-tech enterprises are knowledge-intensive, high quality, efficient software is based on personnel, the key to development. Human resources management is of vital importance to software project management component.C2 company how to constantly improve their competitiveness and ability to adapt to, and enhance team effectiveness and the overall combat capability of the successful management of performance, as enterprises continue to operate and important condition for the development of science.Now most of the current IT enterprise performance management is inadequate to More focus on performance evaluation, paying special attention to the results of financial indicators, internal competition and incentive mechanisms, lack of a perfect performance management system, So resulting in serious brain drain and the flow of talent.According to the increasing market competition, C2 company should be combined with long-term development strategies of the Company, reformed the traditional performance management mode, the performance of enterprises of the current status of the management to address related issues for the purpose of the relevant advanced at home and abroad and the performance of Construction management theory in line with the company's own scientific development of effective performance management platform.This paper hopes from research on performance management theory and practical experience at home and abroad, and that the C2 company's new performance management system can be implemented and operated.
