By constant communication, Performance management make organizations and individuals achieve organizational goals, so that achieving expected output of the process. In the design of performance management system, highlight constant communication of the management and the staff, make employees objectives get along with organizational goals, while enhancing the performance of staff on the basis of the improvement of organizational performance. However, there are still many understanding and operating errors when many enterprises establish performance management system.Take Ma Anshan oil retail company for example, this article in a comprehensive understanding of the company's operations, management and the implementation of performance management and staff to reflect the effects on the basis of the application, with theoretical research results, designing of the four areas of achievement System management objectives, performance management and responsibility system, performance management appraisal system and performance management processes, and a trial run and that, pointed out the limitations of performance management. The new performance management system enrich and enlarge the original implementation of the performance appraisal of the performance-based management from the assessment, allocation of salaries transferred to the communication from top to bottom, achieving goals, improving the performance of defined Everyone in the performance management of the duties and authority to make unilateral changes in the assessment rate for the management and staff to achieve the common goal of performance and work process. This article hopes that enterprise development could cultivate a new organizational culture, establishs a new cooperative relationship between staff and management, makes constant improvement of staff performance and corporation performance.
