With the gradually deepening of the state system reform and the market economy development, the mass media sector in our country has begun to pay more attention to the profit and begun to carry out the exploration of industrialization and market management, while performing the function of the mouthpiece. Viewed from the surface , the contest among the mass media is the contest of products, advertisements, and circulations; but in fact the contest is the contest of talented personnel, i.e. how to keep the talented personnel in one's own company and inspire them. Salary is a very important factor in the keeping and inspiriting of talented personnel; effective income management will increase the value of the enterprise, and will increase the value in a strategic and characteristic way which cannot be copied or imitated.This paper is divided into five chapters. Based on the personnel capital perspective, this paper examines the salary system of A group company; and investigates the salary system in relation to the present related policies and exposes the causes of the problems of the previous salary system. of the company. Compared with the salary levels of foreign companies in the same field as A group company which are of the similar scale and compared with experience of the successful reforms in salary of domestic companies in the same field, this dissertation makes a general survey and generalizes the problems and advantageous factors of A group company's previous salary system. This paper also presents related strategies or the adjustment of the salary system of this newspaper group company; based on the strategic goal of the company, this paper has designed a new practical and feasible ability-oriented salary system.A salary system demonstrates the whole value system and strategy of a company, and is a part of the culture of the company. The reform of the salary system of the A group company is now still experimental; theorists have offered some basic methods for practice, but some centurial experiments and reforms are still needed. T he salary system's inspiring effect can be available only when we try to perfect the system according to the condition of the company. The purpose of this paper is to present some new methods for the ability-oriented salary system management that will suit and help the current strategic development of the A group company from another aspect and to make a helpful exploration for the reform of the salary system of this company.
