In a socialist market economy, the government's responsibilities should mainly encompass economic regulation, market oversight, social governance and public service. State-owned assets in administrative institutions function as material basis and an important guarantee for government work, and are the nucleus and bond in administrative affairs and the basis and premise for providing supporting service. Therefore, asset management must be subordinated to and serve for the need of government fulfilling its duties.Strengthening management of state-owned assets in government agencies is an important part of deepening the Reform of the Management System of State-owned Assets. Provincial government agencies have accumulated a large amount of state-owned assets in its long-term construction and development which are directly managed by individual agencies. This, in special historical periods, plays a role in alleviating financial burdens, ensuring the operation of these agencies and improving the welfare of clerks in these government agencies. However, with the all-round process of the"Reform and Opening to the Outside"and the in-depth development of market economy, the drawbacks of this management system have gradually faded in, such as vague property rights, low efficiency, loss of assets, without a clear line between the functions of the government and enterprises, and government-merchant integration. Therefore, it is significant to adopt a series of effective management measures like centralized management and strengthened asset and capital verification and property management so as to eliminate the root of these problems, preserve and increase the value of state-owned assets, promote the transformation of government functions and build a standardized, service-type government. Due to the non-productivity of state-owned administrative assets in government agencies and the indirect capital source, marketization has long been an impossible task. But since the policy of"Reform and Opening to the Outside"was adopted, in order to alleviate financial burdens, administrative institutions are encouraged to get earnings through various economic activities to make up for insufficient funds. In some institutions there has appeared diversified ownership, which results in the situation that assets owned by present administrative institutions are neither equal to state-owned assets nor state-owned administrative assets. The particularity of state-owned administrative assets requires that the market-oriented operational manner should not be implemented totally according to the operating ideas of enterprises. Instead, a sustainable route of development needs exploring in condition of making use of market allocation as resource and basis, combined with individual characteristics.This subject is aimed at bridge the man-made gap between operational and non-operating assets, thus exploring the problem from the view of the principle of assets. In addition, it also demonstrates and expounds via economic analysis that the establishment of a scientific and complete management system is the most efficient operational manner of marketization. Furthermore, it studies how to transform the management system of state-owned assets formed in the plan economy period to a new one in administrative institutions which suits both market economy and modern administrative management system, thus constructing a perfect operational system of state-owned administrative assets. The reform of state-owned assets in administrative institutions should keep pace with the times. There being no fixed model, we need to start from actual objective conditions, make brave innovations and actively put our ideas in practice, so as to keep asset management in administrative institutions proceeding on the right track.
