The Research Of The Managerial And Reforming Assets Of Traffic Administrative Institution

With 30 years for reform and opening-up policy,our economy developed rapidly . The traffic administrative institution assets maintained fast growth ,as well as made tremendous contributions in the aspect of transportation industry's function as the important role. However, they have been unadapted to socialist market economy in the operation and construction of system and legal system.The main problems can be show by unreasonable asset configuration, incomplete asset sharing and withdrawing mechanism, low information integration, untight management between asset and financial budget,and so on.Strengthening the studies of traffic administrative institutions asset management is good for making asset be scientific, reasonable,fair, efficient, and supervised.Starting with strengthening the administrative institutions assets management ,This paper use the way of combining theoretical analysis with empirical study to put forward a systematical discussion about connotation,characteristic,and the issues of assets management , research the theory and method of the traffic administrative institutions assets management and propose a series of measures to improve their reform.Based on the results,we set up the modes and index system of performance evaluation with the theories in public finance, public goods,property, comprehensive system evaluation, and assets management performance evaluation.Then,we establish the weights of each index by utilizing analytic hierarchy process(AHP) Of comprehensive evaluation system to evaluate their performance.Finally ,we take maritime transportation ministry unit as the examples to analysis the performance evaluation of asset management. This thesis has important practical significance to provide reference basis for the administrative institutions assets management and performance evaluation.
