Administrative Institution Fixed Asset Management Problems And Countermeasures

As one component of the Administrative Institutions' Total Assets,Fixed Assets become important for national resources. and are also the material base as well as the prerequisite to insure the administrative work. The efficient way to manage and utilize Fixed Assets in the Administrative Institutions relates directly with daily operations of the government and scientific development of those public utilities.Currently, the management of Fix Assets in our Administrative Institutions are underdevelopment due to the outdated management system, it is difficult to implement, supervise, and realize an ideal scientific and standardized management model, which limits the economic development and becomes an obstacle of the effective transformation of government functions. Therefore, to provide some feasible ideas to strengthen and standardize the Fixed Assets management for the Administrative Institutions, the further study of related theory and methods has become an urgent and arduous task at the current stage.This paper starts with the related theory which structures the theoretical research and analysis work base of the Fixed Assets for the Administrative Institutions. Then,compared the aspects of system construction, supervision and management, internal control, and responsibility attribution with those western developed countries' and other institutions', and learn from them. Finally, choose participants directly from grass-roots level of the Administrative Institutions, then summarize the characteristics and law of organization, analysis of the current situation, and study the problems from the common characters of the Fixed Assets management through the way of empirical analysis,questionnaire, and interview. The Study finds out mainly problems exist in the Fixed Assets management for the Administrative Institutions in China are: (1) management system is incomplete and not fully implemented; (2) the management institution,supervision and evaluation is lack of standardization and not timely, (3) the unreasonable acquisition of fixed assets leads to inefficiency utilization, (4) the disposal of fixed assets is not timely; (5) lack of management consciousness; (6) the management personnel quality is uneven, and lack of professional specialists.According to those problems, this paper will develop countermeasure research, and will explore some effective methods to strengthen the management of Fixed Assets for the Administrative Institutions, such as: (1) a complete system of laws and regulations which provides an insurance for fixed assets management ; (2) Clearly attribute the department responsibilities in fixed assets management, establishment the network; (3)Optimize the budget management system and broaden the management, (4) strengthen the internal control mechanism and the supervisions; (5) Establish a comprehensive training system to increase the ability of personnel.
