Research On The Management Of The State-owned Assets Of Administrative Units In Guang Dong

This paper takes the management of state-owned assets of local administrative units as the breakthrough point, and takes the management of state-owned assets of administrative institutions as an example, taking Guangdong Province as an example to explain the structure and characteristics of the assets of the administrative institutions in Guangdong province. Analysis of the main problems in the management of the assets of Guangdong Province, such as: the understanding of asset management and the concept of the need to update, the asset management is still relatively weak, asset management system is not perfect, asset management mechanism is not perfect, asset management efficiency is still difficult to eliminate and management tools and methods are still to be improved. Pointed out the reason of the assets management of administrative institutions in Guangdong Province, mainly for the asset management system is not sound, the mechanism of public finance management defects, the lack of state-owned property owners and the public sector's inherent defects. And then this paper explore ways of reforming from the Nanning mode, Wuxi mode, Nanhai mode and the Yidu mode, the local administrative reform of state-owned assets management reform. Learn from their experience, such as: the combination of budget management, optimize the allocation of assets; asset use sunshine operation, disposal of open standards; operating assets of the unified operation, revenue management. Finally, it puts forward the ideas and measures to improve the management of state-owned assets of local administrative institutions, including the establishment of financial management system of local administrative institutions, improving the management of state-owned assets of local administrative institutions, establish a performance oriented budget control system, establish a strict management of the whole process control system and explore the establishment of market-oriented asset management.
