Fujian Province Institution Study On The Construction Of State-owned Assets Management System

Administrative institution state owned assets are the material basis for the administrative institution to perform its functions,guarantee the political power and provide the public service.The management of state-owned assets in administrative institutions is an important part of public finance management,and it is the basis of further deepening the reform of financial management and improving the department budget.In recent years,the state-owned assets management of administrative institutions of Fujian province has made considerable progress,has issued a series of relevant state-owned assets management regulations,the reform and exploration of many state-owned assets management,and achieved certain results,and constantly improve the level of management of state-owned assets.However,in the current comprehensive deepening of reform and economic and social development of the new situation,the current administrative institutions of Fujian Province,there are still some outstanding issues to be resolved.This study uses the literature research method,theoretical analysis method,survey method,case analysis method,some important issues of state-owned assets management of administrative units in Fujian province are analyzed.From the concept,basic theory,research status and management problems analysis,the system analyzes the related reasons,and puts forward the measures to improve the management of state-owned assets in Fujian province.This paper is divided into five parts:The first part clarifies the purpose and significance of this study,are reviews the research status,introduces the research content,and research methods;The second part defines the connotation of the state-owned assets of administrative institutions,and expounds the related content of property rights theory,principal-agent theory and so on;The third part mainly expounds the present situation of the management of state-owned assets in Fujian province administrative institution from two aspects,the main achievements and the main problems of the administrative institutions of Fujian province;The fourth part mainly according to the mode of reform of state-owned assets management and performance evaluation mechanism put forward their own ideas.The fifth part has its own research and experience of daily supervision is put forward to strengthen the management of provincial administrative institution of state-owned assets.
