After China joined the World Trade Organization, the environment of Small and Medium-sized Foreign Trade Enterprise has changed profoundly. The integration of world economy, the swift development of technology, the rising of petroleum price, the release of the commerce operation authority, the decrease of the tariff rate, and also the persistent increasing of exchange rate of RMB, the wider opening of foreign trade industry, upgrade of commodity structure, popularization of communication instrument rapid development of E -commerce . Meanwhile, the foreign trade operation authority transfers from auditor to registration, large amount of foreign investments comes in ,and country start to focus on large sized domestic foreign trading company and frees the most small and middle-sized foreign trade company (SMFTC). The SMFTC, weak in capital, market, management, should change their simple profit model and operation way of buying in commodity. Then they can establish the advantage and survive the competition to gain development.In this paper, we will do an analysis of changing environment outside and character inside for the Small and Medium-sized Foreign Trade Enterprises in Jiangsu to settle such question as: (1)What challenge and opportunity Small and Medium-sized Foreign Trade Enterprises in Jiangsu face .(2) What kind of strategy should Small and Medium-sized Foreign Trade Enterprises in Jiangsu establish.At first, the author introduce the history of development and current situation of the Small and Medium-sized Foreign Trade Enterprises in Jiangsu to emphasis the importance of the Small and Medium-sized Foreign Trade Enterprises in economy in Jiangsu. At last .the author introducing the idea of what kind of strategy should the Small and Medium-sized Foreign Trade Enterprises in Jiangsu establish to gain long-term stable development.
