Study Of Rural Public Product Supply System

In social public goods,the rural public goods account a substantial proportion. It's effective supply relates farmers'production and life,and it also has a important practical significance to the rural economy construction and the entire society's coordinated development.The absence of public goods have been limiting the development of agriculture in our country.The essential reasons are the defects of the supply system,therefore we must start to change and perfect the system of the rural public goods.The paper will use the knowledges of the macroeconomics,the public finance,the system economics,the public management ,and it takes the public product theory as a foundation.The paper also use the the fair theory, the public choice theory, the market theory to study the questions.The techniques through my research are the real diagnosis analysis and the standard analysis.The paper starts from the general definition of the rural public goods,and it also sums up the differences between the city public goods and the rural public goods.The conclusion aims at the purpose of my research.Then through the related data and the present situation,I sum up the defects of the system which includes the supply mainbody participation system,the main body responsibility division,the finance system ,the policy-making system. I analyzed the questions using some theories of the new public management. At last,I quote some advanced experiences abroad of the rural public goods.The most important part is how to perfect the system of the rural public goods,and it is also the last part.The part attempts to advance some suggestions from the whole course of the system.These suggestions refer to the government's regulation, the policy-making system, the main body responsibility division,The non-governmental organization's function,the function of the market and the the finance system.
