Some problems about public goods supply in rural areas still remained even after the agriculture tax and fee being removed. Firstly, supply capabilities and motives weakened. After the agriculture tax and fee being removed, grass roots government' s financial resources meets embarrassing situation. They supply public goods by finance transfer. In other words, they have no sufficient financial resources to supply these public goods. At the same time, the peasants and their governments are in zero-to-zero state. It means the grass roots governments have no motives to supply and the peasants lose discourse right for no paying taxes. Secondly, supply modes are inefficient. The main supply modes are "from above to below" and "thing to thing talk" . The former neglects peasants' real demands and causes imbalance between supply and demands. The later mode, however, are seldom used or have actual effects for its rigid regulations and the grass roots weakened financial resources.Based on the aforementioned, this thesis aims to improve rural public goods supply efficiencies and effects by studying on decision-making. Firstly, public goods theories combining with public goods supply status quo in rural areas, this thesis depicts the meanings of selecting the subject. It also depicts the features, concepts and categories concerning rural public goods. Secondly, based on field survey of questionnaire and meeting, this thesis acquires abundant first-hand materials. Thirdly, this thesis answers three basic questions concerning rural public goods, they are what to supply, how much to supply and how to supply. Then it probes into the existing decision-making modes and factors influencing over supply decisions. Fourthly, this thesis introduces nominal group technique, total quality management and performance budgeting technique. Finally, this thesis focuses on how to build a decision-making system to improve the rural public goods supply efficiencies and effects. It mainly introduces four systems as partiality displaying system, information disclosing and connecting system, fund raising system and monitoring and evaluating system.
