The Research On Supply Of Rural Public Goods In XinJiang

To vast rural area of our country, the supply of rural public goods has very important function. It not only concerns peasants' income question, but also the embodiment of government's function in rural area at the same time. So ,how to offer rural public goods fairly and effectively has positive function for solving peasant income problem , harmonizing development in urban and rural areas.By combining theories and real examples , using public goods theory and public financial theory, the article analyzes problems that exist in the supply of rural public goods in XinJiang and obtain the current situation that is uneven in the structure of supply,insufficient in overall supply quantity,low in the efficiency of supply and unfair in supply .Further more, the article analyzes reasons which lead to these questions at finance invest , raising funds mechanism , decision-making mechanism , supervision mechanism. Then,according to the consumption expenditure structure of the peasants of XinJiang, the article analyzes priority order of the public goods investment in areas where there are different economy levels. Finally, according to current situation of economy development of our country and XinJiang, the article proposes some recommendations on policy, method and measure which can solve these problems.
