With high speed development in economy of our country, the situationof insufficient infrastructures such as highways is coming to be more andmore serious. The most direct inhibiting factor that holds up highwayproject construction is shortage of fund. Whereas, as a bran-newfund-accommodating way which is applicable to infrastructure construction,Build-Operate-Transfer (BOT) mode fastens the steps of above-mentionedproject construction. On the other hand, wide fields involved, large amountfund needed, long implement period lasted as well as the specialty of"concession, build, operation, transfer", the BOT mode confronts morerisks far from other contracting mode.Through risk identification and qualitative analysis on Mianyang toSuining BOT expressway, the article fund it does exits risks such aspolitics, society, entironment, laws, traffic volume, finance, market andforce majeure, etc. These risks may have influence on the project's totalinvestment, charge income and operation cost.On the basis of risk identification and qualitative analysis,sensitivity analysis was used to works out the total influence degree,sensitivity and anti-risk ability.Besides, probabilistic method was used to account the rate of lose thatmay resulted from the above-mentioned factors.In the end, aiming at how to lower risk degree, avoid risks and reducelose, some replying strategies were put forward in the article.
