The Research On The Transference Of Rural Surplus Labor To Township Enterprises(1992-2007)

This paper introduces and analyzes the township enterprises have made important contributions to transfer the rural surplus labor, and the existing problems and proposeing appropriate recommendations. Township enterprises since its birth in rural areas of China, it make an important contribution to resolve the "three rural" issue , especially in field of transferring the rural surplus labor, found a way of the transferring rural surplus labor. Township enterprises not only promote transferring rural surplus labor, but also bring many other effects, such as promoting the optimization of industrial structure in rural areas, and promoting the building of the surplus labor force and urbanization effective interaction, effectively eased the unemployment rate in cities, promoting increasing revenue of farmers, improving their standard of living; the same time, township enterprises in expanding the transfer of surplus labor force in the process have also encountered many difficulties.it is needed to be solved in time, such as pressure on resources and the environment, labors are not high quality, taking into consideration the investment and financing problems, in order to solve this problem,government and enterprises should be: (1) to accelerate the industrial structure optimization and build the modern enterprise system; (2) to enhance training of rural surplus labor; (3) to build a smooth financing channels for township enterprises.To study the development process of Chinese township enterprises,the subject used a combination of history and reality, a combination of quantitative and qualitative, a combination of empirical analysis and normative analysis. In order to explain the regularity of its development, mainly used in data collection observational method, namely using existing statistical data to illustrate the course of development of township enterprises and reality of the situation, in-depth discussion of township enterprises in the promotion of an active role in national economic development and some problems in the process and to find the appropriate solution advice, the analysis of the solution will be used relevant theory of industrial economics and development economics. Through the study of the paper, I believe that township enterprises have made great contributions to transfer surplus rural labor force, it have changed chinese dual structure, but it need continuing optimizing the industrial structure, changing mode of training in future.
