As the process of world economic integration and globalization accelerated, exacerbating the talent flows. A reasonable talent flows can improve efficiency of human resource; maximize the individual utility and social utility. However, the irrational flous of talents will bring about a great loss. This phenomenon appears frequently in the Chinese banks, the reasons of this is not only the poor mechanism of talent flow reswlted from the weak foundation and capabilities of Chinese banks, but also more and more foreign banks come to this country, which accelerats the flow of talents in the Chinese banks .The over-brain drain of Chinese banks leads to a great loss.This paper studies the problem of brain drain in the Construction Bank Changsha Branch systematically, based on the human resource management. Firstly, we analyze the phenomenon and affects of the brain drain in the China Construction Bank, Changsha Branch. There are three aspects to this subject, which are the characteristics of the talent demand in the banks, the present human resource management in China Construction Bank Changsha Branch and the affects to the brain drain in the China Construction Bank, Changsha Branch.According to the employee satisfaction survey in the China Construction Bank Changsha Branch, we probe into the characteristics and reasons of the brain drain in the Changsha Branch,and we find that there are characteristics of brain drain in Changsha Branch, which is a sharp increase in brain drain in lower position,brain drain decline with age,the level of education of the brain drain continually promoted and the shorten work time. The results of the research show that the main reasons to lead to the brain drain are ineffective incentive mechanism, incomplete training and promotion mechanism, poor corporate culture and the problem of employees themselves. Then, we propose that the bank should improve employee incentive and restraint mechanisms, optimize the training and upgrade mechanism, strengthen the building of enterprise culture, and other measures such as reform the recruitment methods, build the relationshipin with the former employees and interview to resolve the problem of brain drain in China Construction Bank Changsha Branch and provide reference for brain drain to other state-owned stake banks.
