Establishment Of Management System And Operation Of Nuclear Power Companies Of Non-standard Procurement Practice

In 2007 China promulgated the "Long-term Nuclear Power Development Plan (2005-2020)". In the next decade we will be confronted with the great nuclear power development. With the continuous operation of nuclear power plants after construction, nuclear power will cause more impact on the national economy and social development. Therefore how to ensure the safe, reliable and economic operation has become one important area of nuclear power plant operation and management.As an integral part of the operation management nuclear power plants, management of non-standard procurement is essential for the safety and economy of nuclear power plants.At present, it is still in the initial stage of nuclear power development in China. It is necessary to continuously explore and improve the management model and process control. In the current situation of Chinese manufacturing is relatively weak, and how to control the entire process in the foreseeable way to ensure the quality of nuclear non-standard procurement, is still an important subject for the plant management staff.According to the supervision requirements on non-standard procurement raised by our government authority responsible for nuclear power and industry organizations, the author, with the related theory of procurement management and supply chain management, combining with non-standard procurement practices, researched the establishment of the non-standard procurement management system in operational nuclear power plants.The main research scope of this thesis includes:exploring how to establish the scientific non-standard procurement management process in nuclear power enterprises, formulating effective supervision and control methods on manufacture of non-standard equipment, and stating that during the non-standard procurement, the nuclear power enterprises shall establish the supplier management system and contract& warehouse management system, so the information technology can be fully utilized and the contract management ability of nuclear power enterprises will be continuously enhanced.Meanwhile, the thesis fully elaborates that the thorough implementation of established process and strict manufacture supervision is an important guarantee to fulfill the quality control of non-standard procurement management process.The management system under whole-process control proposed in the thesis is a very useful exploration to improve the non-standard procurement in nuclear power enterprises. The author expects to contribute the establishment of non-standard procurement management system, providing inspiration to domestic nuclear power enterprises to further improve the management level of non-standard procurement for better control on quality, schedule and cost, and achieve economic, social efficiency and environmental benefits with safe, reliable and economic operation.
