ABSTRACT:With the deepening of economic globalization, energy shortage and environmental pollution is getting worse and worse. While the nuclear power industry have been influenced by the Fukushima nuclear accident, but its main position in the field of clean energy remains unchanged. However, nuclear power compared with thermal power, have a very large investment, of which the cost of equipment procurement account for more than half of the project cost. In addition, as the domestic labor costs are soaring, all Chinese enterprises including nuclear power G company, Ever owned low-cost advantage has gone rapidly in the international arena, which is a serious obstacle to the "going out" strategy.The article tries to construct project equipment procurement cost control system creating cost-competitive after evaluation and analysis of important factors influencing project equipment procurement costs in nuclear power G company, to help company to implement the "going out" strategy. In this process, I found that Value Constellation Management can just achieve the goal based on Strategic Procurement and Lean construction. Value Constellation Management based on Strategic Procurement and Lean Construction means:firstly, use the measurement tool of Strategic Procurement, Total Cost of Ownership(TCO), to select supplies; secondly, synchronize processes of Value Chain (customers, enterprises and suppliers) through strategic partnerships and other ways, to build Value Constellation, finally, manage Value Constellation by process and activity lean, and it can Continuously reduce TCO and create value to the greatest degree for customers.The main works and the results are as follows.(1) The article brings forward the basic ideas and concepts which can be applied to project equipment procurement cost control system, after learning and cogitating Strategic Procurement, Lean Construction and other basis theory.(2) After three surveys applying The Delphi method, the article determines some factors influencing project equipment procurement cost, and finds five factors influencing equipment procurement cost applying Fuzzy Analytic Hierarchy Process(Fuzzy AHP), namely supply market competition, introduction of key technologies, major equipment localization, design change control and design optimization.(3) Based on the above theory of value constellation management, the article constructs project equipment procurement cost control system. The system consists of conceptual model, and functional architecture and control information, in which functional architecture sets the above five factors as critical control points, and the article gives their specific control strategy.(4) The article presents the main contents and procedures of the implementation of the control system, and introduces the measure to ensure company implementing control system smoothly.
