Transfer Of Rural Surplus Labor Force In Shaanxi Province And Measures

Extra rural labor transfer is one of the most important problems of the development about agriculture, rural areas and peasantry, how to solve the problem of extra rural labor transferred is very important for the country. This paper firstly describes the background, significance, research method and content of study, then make a summary and review of labor transfer theory in the view of domestic and foreign, provided a theoretical foundation for the empirical part of the Rural Labor Transfer. On the basis of the analysis in extra rural labor transfer restriction factor, established the rural labor transfer index system based on the influencing factors, and selected the corresponding model, analyzed the rural labor transfer specific data of Shaanxi Province, explained influence degree of the various factors, provided strong support for the empirical aspects of the suggestions. On account of the extra rural labor transfer status and characteristics of Shangluo Ctiy, combined with the index system analysis results, provide the corresponding suggestions which promote the current Shaanxi rural labor transfer status. Obtained from specific empirical analysis:increasing farmers' income, develop the third industry, improve the level of urbanization should be the most effective methods for promoting shaanxi extra rural labor transfer.
