The development of rural human resources is the key to solve the farmer question, the core of "three agricultural issues"。Investigation shows that the human resources development in Dingcheng has many problems。Therefore, this paper hopes to find solutions to improve farmers' quality and promote orderly shift of labor force, changing the current situation of insufficient development of human resources, and practically alleviating the "three agricultural issues"。Based on the review of research of domestic, foreign and rural human resources, this paper gives an introduction to the basic connotation of human resources development and necessity of development of rural HR. Through analysis of related data of five administrative villages, this paper comes to conclusion that the problems mainly include outdated concepts, incomplete education system and unbalanced distribution of human resources. In view of the above questions, In this paper, strengthen basic education, emphasis on vocational education, to improve rural health care environment to improve the quality of the rural labor force, while in rural areas to improve the city labor and social security tripod so the tripod and the local conditions the development of city economy, deal with family problems and other measures in rural areas as broaden the channels for the transfer of rural labor and other corresponding solutions.
