Progress, cost and quality are the three main targets in the engineering project management. Among them, cost control starts from the bid of an engineering construction project to the check and acceptance of the project, which directly relates with profit of this project and economic benefit of a company. Therefore, the study of project cost control is significant to improve competitiveness of a company in market.This article investigated the cost control of two berth construction project in B zone of certain harbor. In order to figure out some problems in the cost control process of companies, this article established a system of project cost control, which facilitates the implementation of cost control for the next period of the project and the establishment of cost control system in a company.This article started with a brief introduction of current situation of cost control development in the world and our investigating strategy in this background. Then it described some basic concepts about cost control of construction project and analyzed the situation of cost control of the two berth construction project. We found some problems in it and analyzed the causes. Then we established a cost control system for this project, in which we properly set up controlling goals, clarified responsibility of cost control and split it onto certain entity or person. The construction company should take effective measures to reach goals, like controlling cost, analyzing and predicting the trend of project cost. Especially, we brought up the idea of immediacy, which is to control the cost immediately.To ensure the effective mechanism of cost controlling system, this article set up a serial of protective measures for the cost control work in the next period.
