Project cost control is one of the core processes of the projectmanagement; it is also the key element to project success for projectcompletion under the project budget. The objective of project cost control isto achieve the project targets base on the project budget plan and designedspecification through the number of management effort and activities duringthe project life phases.The project cost control system run through the whole project phases, theproject cost control technology started from the project proposal, decision-making, initiation, engineering, procurement and subcontract, constructionand to the project close out. The system is utilized by project estimatepreparation, form project budget basis and relative cost control processduring project execution to control the project cost under the budget targetbase on the project management knowledge and project cost control modelsuch as Work Breakdown Structure and Earned Value Management, etc.,The thesis first retrospect and analyze current circumstance of projectcost control in international and domestic environment, then discusses andanalyzes the project cost control system of “A” engineering company using the cost control model as the study basis, started from the project estimateprocess in project proposal/decision-making phase, through the budgetcontrol process in project initiate phase, monitoring and controlling processduring project execution, the thesis is more focus on the study of ValueEngineering technology and engineering man hour control system duringengineering phase, Supply Chain Partner Relationship technology to help forselection of strategic partner supplier, cost control process and technologyduring procurement/subcontracting and construction phase, provide theconclusion and recommendation in the end.
