Weather consulting is one of the most important parts in weather forecast, and it also helps enhance the accuracy of weather forecast. In traditional weather consulting, it requires all the people to get together, which may result to severe waste of human resource or time resource, and etc. In view of this, it is advisable to apply the existing network and multimedia technology to build up remote weather consulting system with the aim to decrease the obstacle of time and space between people. Computer Supported Cooperative Work (CSCW) technology, however, connects the separated groups together with the aid of computer and network to complete a task cooperatively and coordinately. It builds up the cooperative working environment, improves the way of information interchange, and cut down the time and energy for the work, which consequently enhances working quality and efficiency.The research of the thesis is based on CSCW. Research on technology of Authority Control and Sharing Whiteboard technology of CSCW, together with the aid of multimedia, it carries human-human interaction weather consulting. C/S (Consulting client/Consulting server) is applied to the system to reduce the burden of the server. The system utilizes the reliability of the TCP to transmit data, such as text and image, to the client; and the immediacy of UDP to transmit voice data. It utilizes the authority control technology of CSCW to enable the client to be in charge of the consulting and manage the users'right to speak. And it also utilizes the Sharing Whiteboard technology to demonstrate consulting-documentations, to share the consulting-documents between all the persons present in the consulting, and to provide friendly consulting interface. It uses the cooperative property of CSCW to provide a virtual'man-like'environment.The development process of the system is described in the thesis. Firstly, the application background and technology background of the system development are introduced. Secondly, the technical proposal and the development environment to implement the system are explained. Then, in the part of the system analysis and design, the functional requirement and overall design are described in detail with the use of UCD (Use Case Diagram) and functional module diagram. Activity diagram and table are used in the thesis to explain the goal, idea and method the system implementation. At last, the thesis does explanations on the system testing, analysis and solution on the problems encountered in debugging, and does conclusion on task experience. Improvement of the system is also presented in the thesis.
