With the development of information technology, especially the application and popularization of Computer Network, Communication and Multimedia technology, Computer Supported Cooperative Work technology has been widely used. As an application of CSCW technology in the medical field, telemedicine system has gained the global hygiene trade's attention. Compared with traditional medicine system, telemedicine system has convenient and economic characteristics. It's development in our country has important realistic meaning, because it can solve the problem that the patients of the outlying district is difficult to go and see a doctor.On the basis of CSCW (Computer Supported Cooperative Work) technology, this paper discusses the telemedicine system's framework and realize technology, consults the framework of the real-time video system and combines the UML modeling technology, finally realizes a Diagnose and Recover System with Vertebra based on CSCW. In this system, medical experts not only can negotiate and diagnose in coordination, but also can guide the long-distance patients how to train to recovery.The system's key techniques include: technology of the real-time transmission based on RTP protocol, IP multicasting technology, the compress and decompress technology of video and audio, synchronous technology of the multimedia, etc.Our telemedicine system was designed to our country's present network state and weak point of the existing telemedicine system. It has certain research and practical value to the construction of the telemedicine system of our country.
