Research On Case-based Environmental Emergency Management Command System

In recent years, with the rapid development of national economy, the field of production has been expanding, the production rhythm is accelerating, China’s emergent public environmental pollution incident is at a higher risk, how to improve the ability to cope with environmental emergency has become a public focus and a problem that relevant government departments have to be considered. Aiming at most of the existing environmental emergency system focusing on decision-making and command function after emergent public environmental pollution incident and seldom using the national emergency plan for public environmental pollution incidents and environmental incident case, A cased-based environmental emergency management and command system, which can improve the information utilization ratio of the national emergency plan for public environmental pollution incidents and environmental incident case, is proposed in this paper. The system has the functions of daily monitoring of risk sources, maintenance and management of various types of environmental emergency basic information, query detailed information of emergency plans and environmental incident case, etc. Thus, the system can improve environmental management department’s ability to deal with environment emergency. It is advantageous for the commander to dynamically adjust the emergency plan, to improve the efficiency of the emergency work, to do judgment accurate, effective and timely disposal, maximum limit reduces the abrupt environment affairs. The main works of this paper are as following:(1) Understand application scenarios and business logic with the environment of emergency command system, analyze response process for the emergency environmental events.(2) A Cased-based emergency accidents emergency command system for dealing with environmental is designed B/S structure, Spring MVC framework, case-based reasoning technology, Maven management tools and relevant technology are adopted to achieve the various functional modules of the system.(3) Base on case-based reasoning, the system will automatically match the new emergency environmental event and the old emergency environmental events or the contingency plans which are stored in the system’s database. The treatment measures of the highest matched one will be automatically loaded to server as reference case for decision making, thus it may improve the ability of environmental management department to deal with environmental emergencies.(4) System test. The test environment for the system is deployed, and the combination of black box testing and integration testing is adopted to test the system. The testing results show that the system has the feature of simple and convenient operation and friendly user interface, the response process are in accordance with the relevant specifications, and case matching with high efficiency. It shows that the system can meet the requirement of the user.
