The civil air defense alarm is a basic means used to transmit the alarm signals of the anti-aircraft attack quickly and exactly by the government and department of civil defense. During the peaceful time, the civil air defense alarm system is also used to broadcast the disaster information, against the disasters and rescuing. With the development of the electronic and signal processing technology, the future wars will be high-tech ones and which country will have the final triumph will depend on greatly which one owns much higher technology. Therefore the national defense mobilization system puts forth higher demands to the system of civil air defense in the real-time and reliability to meet the need of future wars. Since the 80s the civil air defense systems have developed from original manual or cabled remote control to wireless one, and the civil air defense devices tend to EC controlled, interactive, multimedia, and survivable.Now, the civil air defense systems are generally based on PCs, MCU technol-ogy and point-to-point wireless networks of wireless communication technology. The entire alarm system consists of the control centre, wireless data relay stations and terminal controller. The control centre is based on PC, and the data relay stations and terminal controller on MCU. This paper is aimed at the design of alarm system control center equipment with high reliability, easy move, small size, low power and low cost. The design uses a Samsung's MPU, S3C2410A, and with Windows CE.NET 4.2 operating system embedded. This paper introduces the hardware circuits and software modules of related equipment. The former includes the design of mem-ory circuits and the realization of various interfaces, such as TFT LCD interface, au-dio interface, touch screen interface, serial port, and SD card interface. Some issues and principles for designing multi-storey high-speed signal circuit board are also in-troduced briefly. And the latter includes the reducing, compiling and burning of Windows CE.NET 4.2 kernel. The article also describes the application software de- sign,and with the focus on the realization of UART communication under the Windows CE.NET, the method of audio detection which uses the pulsed test signal, and the control of ADC and I/O under the Windows CE.NET application programs by using the virtual address mapping of the system...
