Civil air defense alarm is a special equipment that is used to issue a warning signal quickly and accurately for the people's government and the competent departments for civil air defense, and it is closely related with national security and people's life. Along with the increasing friction between nations and the escalation of conflict, the traditional air defense alarm system has been unable to meet the needs of the new situation. Therefore, in order to strengthen the national defense construction,the development of a new model of defense warning system with the features of realtime, high reliability and strong survivability has constructive significance.In this paper, a technology proposal of ad hoc network with special frequency point has been presented. As the same time, the civil air defense alarm distributed control system also has been designed based on Ad Hoc. The core board and the application board are completed in the hardware of the system. The core board is used to complete alert network control operation and the STM32F103 chip is used as the data processing core unit, mainly including MAX485 communication circuit,photoelectric isolation circuit, power conversion circuit and the USB serial interface circuit and so on. The application board is used to complete the tasks of issuing alert and the STC89C52 chip is used as data processing core unit, mainly including an audio signal amplifying circuit, a relay circuit and keyboard indicator circuit and so on. The software system is completed of the design of node network programming,network group module program and alerts issued module program, which is based on the structures of the system hardware platform. On the windows platform, interactive interface is designed using MFC, which includes the login interface, add node interface and alarm transmission interface.The joint experimental results show that the system completes network selforganization efficiently among nodes and terminals from the office of civil air defense in Harbin, and alarm command can be issued reliably. Interactive interfacemakes the operation simple and convenient. The system has stable operation status and achieves the expected design requirements, which is a new type of alarm control system that has a broad application prospect.
